The activity of the daughter companies of the Bulgarian Energy Holding EAD is defined by the specialized legislature, regulating the public relations in the field of energy and telecommunications.
Founding acts from the domestic legislature
Energy Act (2003/2006) settles the public relations connected with the implementation of the activities on the production, export and import, transmission, transit transmission, distribution of electrical power and thermal power and natural gas, trade with electrical and thermal power and natural gas and using of renewable energy sources, as well as the rights of the state authorities in defining the energy policy, regulation and control.
Article 12 from the Energy Act settles in general the public relations, connected with the gas supply, which are elaborated in the bylaws legislative acts:
• Ordinance for the licensing of activities in the energy sector
• Ordinance for the terms and conditions, under which is implement the activity of the TSO of the gas transmission and gas distributions networks
• Ordinance for the connection to the gas transmission and gas distribution networks
• Ordinance for the structure and safety operation of theØ transmission and distribution pipelines, facilities, installations and equipments for natural gas
• Ordinance for the technical rules andØ legislative acts for design, erection and exploitation of sites and facilities for transmission, storage, distribution and delivery of natural gas

Article 10 from the Energy Act settles in general the public relations, in the field of electro energy, which are elaborated in the bylaw legislative acts:
• Ordinance for licensing the activities in the Energy sector
• Ordinance for the servitudes of the energy sites
• Ordinance for the technical exploitation of the energetic equipment
• Ordinance for the connection of producers and consumers of electrical power to the transmission and distribution electrical networks
• Ordnance for the terms and conditions, under which is implemented the activity of the operators of the electro energetic systems and of the distribution networks
• Ordinance for the technical exploitation of the power stations and grids
• Ordinance for the order for instituting restrictive regime, temporary suspension or limitation of the production or delivery with electrical power, thermal power and natural gas

Energy efficiency act, which regulates the public relations, connected with the implementation of the state policy on increasing the energy efficiency and executes energy efficient services;
Environment protection act and Ordinance for the terms and conditions for performing Environment impact assessment;
Electronic communication act, which regulates the activity of Bulgartel EAD in its capacity of long distance telecommunication operator.
Renewable and alternative energy sources and biofuels act, which regulates the public relations, connected with the stimulation of the production and consumption of electrical and thermal power and /or energy for cooling from renewable sources and from alternative energy sources, of the production and consumption of biofuels and other renewable fuels in the transportation sector.
Territory structure act, which regulates the public relations, connected with the structuring of the territory, investment design and construction in Republic of Bulgaria, and defines restriction on the property for structural purposes.
The regulation of the activities in the energy sector is implemented by the independent specialized body – State energy and water regulatory commission (SEWRC).
In the field of natural gas and electro energy the activities, subject to licensing from SEWRC, in pursuance to the Energy acts are as follow:
• production of electrical power
• transmission of natural
• gas/electrical power
• natural gas storage
• public supply of natural
• gas/electrical power
• transit transmission of natural gas
• trade with electrical power
• establishment of market for electrical power
• supplying with electrical power and natural gas from end procurers.
In the powers of SEWRC is the price regulation, as subject of regulations are:
• price, under which the public supplier sells natural gas/electrical power to end procurers
• price for the transmission of natural gas/electrical power through the transmission network
• price for natural gas storage
• price for connecting to the networks
• In the field of nuclear energy
Conventions
• Convention on the nuclear safety
• Convention for assistance in case of nuclear accident or radiation failure situation

Safety use of the nuclear power act, which regulates the public relations, connected with the state regulation of the safety use of nuclear power and Ionian radiation and with the safe management of the radioactive waste and spent fuel, as well as the rights and obligation of the parties, who implement these activities for ensuring the nuclear safety and radiation protection.
